Wellbeing reflects how people and communities feel about their quality of life. Purpose comes from having goals, relationships, roles and activities that matter. In 2024, 31.2% of Canberrans reported low wellbeing.¹ Guided by evidence-based approaches, including our Child and Family Wellbeing Framework, CRCS creates opportunities for growth, resilience and positive change.
We strengthen families, help young people build skills and access pathways, and support older people to reach healthcare, essential services and community life. This is why CRCS provides programs that build parents’ and carers’ confidence, strengthen family relationships and support children’s development through their first 1,000 days and beyond.
Programs making a difference
Every CRCS program helps people grow, adapt and build confidence in different ways. From early learning to therapeutic support, each one strengthens resilience, promotes wellbeing, and creates opportunities for positive change across our community.
Education and Care
Across Early Childhood Centres (ECC) and Outside School Hours Care (OSHC), child-led learning and responsive support build children’s confidence, independence and resilience, while Family Foundations helps families address challenges early.
100% of surveyed families said they received the services they needed most of the time or always.


Living Well
Through aged care, community transport and social groups, Living Well supports older people to maintain independence, pursue meaningful interests, try new experiences and stay engaged in community life, strengthening confidence, wellbeing and life satisfaction.
Life satisfaction among surveyed aged care participants increased from 77.67 to 90 out of 100.
Child, Youth and Family Services
CYF supports children, young people and parents to build confidence, skills and resilience, strengthen emotional wellbeing and parenting, and pursue greater independence, education, employment and other meaningful opportunities.
100% of surveyed Circle of Security participants felt more confident as parents and better understood their child’s behaviour.
